Una tesis de la Cátedra Aquae propone un seguro de sequía hidrológica basándose en indicadores de sequía

La tesis doctoral ‘Seguro Índice de Sequía Hidrológica para la Agricultura de Regadío’, publicada por la Cátedra Aquae de Economía del Agua (fruto de la colaboración entre Fundación Aquae y la UNED), propone un seguro tipo índice para los cultivos de regadío que indemnice a los agricultores por la disminución de la dotación de agua recibida en situación de sequía. Con este trabajo, la ingeniera agrónoma Teresa Maestro Villarroya pretende ayudar a desarrollar un seguro eficaz y adaptable a las actuales leyes de seguros agrarios de España, que en 2017 vivió el segundo año más seco de su historia desde que se tienen registros (1965).
En los seguros tipo índice la indemnización que recibe el agricultor asegurado se basa en la medida de un indicador externo y objetivo y no en la peritación en campo de las pérdidas sufridas. El seguro índice propuesto en esta tesis utiliza un indicador de sequía basado en variables hidrológicas que estime la dotación de agua recibida por los agricultores. La relación matemática entre el indicador y la dotación recibida se establece en base a datos históricos.
«Si en la zona regable hay una regla oficial de reparto de agua, que determine la dotación de regadío en función de un indicador de sequía, se puede usar directamente esa relación (indicador-dotación) para el diseño del seguro, en vez de buscar la relación matemática (indicador-dotación) en base a datos históricos», señala la autora de esta tesis, en la que se analiza un caso de estudio (El Viar, Guadalquivir) en donde el Plan Especial de Sequía establece una regla de reparto según la cual las dotaciones de agua para regadío se ajustan en función del volumen de agua almacenado en los embalses.
El seguro establece una dotación de agua asegurada, a la que le corresponde una medida del indicador. La medida del indicador en la campaña asegurada estima la dotación de agua que el asegurado recibe. Por tanto, se indemniza por la diferencia entre la dotación asegurada y la dotación estimada a partir del indicador de sequía. «La validación del indicador de sequía está basada en el estudio detallado del Riesgo Base, gran inconveniente de los seguros tipo índice, que es la diferencia entre la pérdida económica estimada por el indicador y la pérdida económica realmente sufrida por el asegurado», explica Maestro.
Objetivo: proteger a la agricultura de regadío frente a la sequía
Los riesgos de escasez de agua en sistemas de regadío son importantes en los países semi-áridos y es probable que aumenten debido al cambio climático. Por eso, es clave ofrecer a los agricultores la posibilidad de proteger la estabilidad de los ingresos de las explotaciones de regadío frente a este riesgo.
En las zonas regables donde la escasez de agua para regadío se puede predecir al principio de la campaña agrícola (sistemas con inercia) existe el riesgo de que solo se contrate el seguro cuando se sabe con certeza que se va a sufrir pérdidas (lo que se conoce como selección adversa temporal). Para hacer frente a este riesgo, que haría inviable la implementación del seguro, en esta tesis se proponen diferentes esquemas de seguro. El primero de ellos establece una prima variable o bien una franquicia variable en base a la previsión de disponibilidad de agua para la campaña de riego asegurada. Otra opción es ofrecer contratos plurianuales. Como alternativa, también se propone establecer un periodo de contratación del seguro anterior al momento en que es posible prever la disponibilidad de agua para la campaña de riego que se asegura (contratos early-bird). «En sistemas con inercia los resultados indican que los contratos early-bird son los más eficaces en reducir la exposición al riesgo», destaca la Dra. Maestro.
En los casos de estudio de El Viar (Sevilla) y el Valle Central de California (Estados Unidos), ambos con sistemas de inercia, la prima calculada para los contratos early bird es del 13% y 14% sobre el valor asegurado para una cobertura del 100%, bastante superior a la prima calculada para el caso de estudio de Riegos de Bardenas (Aragón), que es un sistema sin inercia, que oscila entre el 0,4% y 1,8% sobre el valor asegurado. «Esto muestra que los sistemas con inercia, que suelen darse en sistemas de regadío que se abastecen de agua de un embalse o conjunto de embalses con capacidad de almacenamiento muy superior a los aportes que reciben, y que normalmente son más complicados de asegurar, son precisamente aquellos con mayores riesgos, donde las sequías son más intensas y, por tanto, el seguro es más necesario», explica la responsable de este trabajo.
El seguro propuesto en esta tesis podría utilizarse en cualquier país que sufra escasez de agua para el regadío. «Este seguro sería de gran utilidad para todo el sur y sudeste de España. La única limitación es encontrar un indicador de sequía que sea objetivo y que estime de la manera más exacta posible las pérdidas económicas realmente sufridas por los asegurados», concluye Maestro.
Esta tesis se ha llevado a cabo en el CEIGRAM (Centro de Estudios e Investigación para la Gestión de Riesgos Agrarios y Medioambientales) y ha sido dirigida por la Dra. María Bielza y el Dr. Alberto Garrido en el marco del proyecto de innovación ‘Seguro de Sequía Hidrológica como Instrumento de Adaptación al Cambio Climático’, financiado por el Ministerio de Economía y Competitividad.
En 2013, Fundación Aquae y la UNED crearon la Cátedra AQUAE de Economía del Agua con el objetivo de realizar actividades de investigación, transferencia, divulgación, docencia e innovación sobre la Economía del Agua. Sus esfuerzos se centran en avanzar en la investigación sobre la gestión sostenible del agua, a través de la publicación de artículos, la participación en proyectos de investigación nacionales y europeos, y la visualización de investigaciones en congresos.
