Los ecologistas responden a la consulta de la PAC: El greening no funciona y hay que cambiarlo

La Comisión Europea ha abierto este mes una consulta pública para incluir las inquietudes de los agricultores y de otros grupos de interés en la futura Política Agrícola Común (PAC); entre ellos las organizaciones ecologistas, que han sido los primeros en posicionarse sobre la futura PAC con un mensaje en que comparten opinión: la actual programación para el greening o reverdecimiento no funciona.

De “descafeinada”, “laxa” o “falta de ambición” tachan las organizaciones de ecologistas consultadas por Efeagro la puesta en práctica de esta medida que, junto al resto del sistema, no está consiguiendo cambiar la forma de gestionar las explotaciones.

“Claramente no funciona”, apunta el responsable de Política Europea en Agricultura de Greenpeace, Marco Contier. Apunta a que en el trabajo colegislativo las instituciones europeas y las de los Estados miembro han tomado decisiones “para que no cambie nada”, y no se están haciendo las cosas “tal como se pusieron en el papel”.

Para 2020, Contier espera contar con una “reforma diferente”. Y que consiga redistribuir los fondos de una manera más equitativa y en la que el dinero público se utilice para compensar a los productores que “hacen algo por el bien público”.

  La PAC en términos ambientales, económicos y sociales

La responsable de Agricultura y desarrollo rural de WWF España, Celsa Peiteado, subraya que la actual PAC ha sido fallida, tanto desde el punto de vista ambiental, como en términos económicos y sociales, porque el “greening” no ha supuesto “cambios importantes”.

“Las rentas agrícolas siguen siendo bajas, no hay jóvenes en el campo y el despoblamiento rural se va agravando”, añade. Por ello, aboga por una reforma “definitiva” que sea “más verde y más justa, sobre todo con los agricultores que lo hacen bien y que deberían recibir más apoyo”.

Y con este objetivo quieren iniciar una campaña de ámbito europeo, que reúna a ecologistas, consumidores, expertos en salud y productores para visibilizar que la PAC. A su juicio es una política “que nos afecta a todos por temas ambientales, económicos y sociales”.

El greening, un paso con poco impacto

Por su parte, la portavoz de Agricultura y Desarrollo Rural en Seo Birdlife, Ana Carricondo, explica que, con el greening de la actual programación, “conceptualmente se dio un paso que, llevado a la práctica, ha tenido muy poco impacto”, pues “se definió de una manera muy flexible”, a su juicio “para que los Estados pudieran hacer lo que quisieran”.

De la PAC del futuro, esperan presupuestos y medidas concretas para que tengan efectivamente un efecto positivo, no solo porque es necesaria la conservación ambiental, insiste, sino “porque es algo básico para la propia agricultura, para que los ecosistemas funcionen”. Sin contar todavía con una batería de medidas concretas, esta organización sí tiene claras las bases: como mínimo, los pagos públicos a los agricultores tienen que ir siempre asociados a prácticas que no tengan un efecto negativo.

“El tema de la brutal concentración de ayudas en un porcentaje muy pequeño de las explotaciones no quedó resuelto en la PAC anterior” apunta el portavoz en esta materia de Ecologistas en Acción, Abel Esteban. Cree que el greening, que parecía una medida “muy interesante” fue reduciendo su “nivel de ambición”, por lo que queda pendiente para el futuro.

La Comisión Europea anunció que quiere una reforma para conseguir una PAC “más moderna”, menos burocrática y más sostenible, un objetivo este último que contará con el apoyo de los ecologistas.
