De hecho, estas primeras modernizaciones, que reducen más de un 20% el consumo de agua pero necesitan mucha más electricidad para funcionar, se calcularon de acuerdo a unos costes energéticos que en los últimos años se han disparado para cubrir el déficit tarifario.

Concretamente, desde que se suprimieran las tarifas especiales en 2008, el término de potencia se ha incrementado en más de un 1.000%, provocando que el aumento medio de la factura eléctrica para el regadío haya sido superior al 100%. Asfixiante e insostenible.

Ante este contexto, administraciones, técnicos y universidades deben aunar esfuerzos para poner el foco en sistemas de riego que ahorren agua y energía como base de una verdadera agricultura sostenible. De lo contrario, no será posible garantizar la viabilidad de la modernización de las cerca de un millón de hectáreas que quedan todavía pendientes de consolidación dentro de la próxima fase del Plan Nacional de Regadíos.

Si bien es cierto que recientemente se consiguió una fiscalidad eléctrica más ventajosa y una reducción de módulos, que está suponiendo ahorro anual medio de un 54 millones de euros al año, se necesitan soluciones complementarias que compensen los 300 millones de euros anuales de sobrecoste que los regantes venimos soportando en los últimos ochos años, basados principalmente en los costes fijos regulados por el Gobierno para compensar ese déficit de tarifa.

De ahí que esta iniciativa europea de riego inteligente, se sume a otras medidas impulsadas por Fenacore como el proyecto Maslowaten, una iniciativa también financiada por la Unión Europea con cinco millones de euros, que está permitiendo impulsar el uso de energía fotovoltaica en los sistemas de distribución del agua, ayudando a compensar las elevadas tarifas eléctricas.

Sin embargo, estas medidas son soluciones parciales, ya que sería esencial completarlas con soluciones como el pago de la potencia realmente utilizada y no la máxima contratada durante los doce meses del año, aunque las estaciones de riego no estén en funcionamiento. También sería crucial adaptar la norma para que en un único contrato podamos modificar dos veces al año la potencia contratada o aplicar un IVA reducido a las comunidades de regantes, igual que se aplica ya a los regadíos en Italia.

No estamos pidiendo un imposible ni tampoco una subvención. Simplemente, solicitamos costes energéticos justos porque con las tarifas actuales la agricultura en general y el regadío modernizado en particular están condenados a desaparecer. Estamos hablando de un sector que, no lo olvidemos, también actúa como motor de la economía del país, con una aportación al PIB del 2,8% en la producción, pero superior al 15% si se tiene en cuenta todo el complejo agroalimentario asociado.
