La tramitación de la PAC este año está provocando más sorpresas desagradables de que las suelen ser habituales y provocando un cierto caos y confusión al comprobar miles de agricultores y ganaderos que van a perder estas ayudas de la PAC por no haberse agrupado. Se trata de aquellos perceptores que estaban en el umbral mínimo de los 300 euros y que tuvieron tiempo durante 2015 y 2016 para asociarse y así incrementar el volumen de la ayuda y no perderla este 2017. Los afectados tienen hasta final de mes para poder reaccionar y buscar soluciones para no dejar de percibir las ayudas.
Desde algunas organizaciones agrarias que tramitan las ayudas han dado la voz de alarma, al detectar que muchos perceptores desconocían este hecho, lo que provoca enfados por la pérdida de este dinero. Miguel Ángel Riesgo, presidente del Fondo Español de Garantía Agraria (FEGA), reconocía en Agropular este hecho y explicaba el porqué de esta decisión.

En 2015 se estableció un umbral mínimo de 300 euros para recibir las ayudas de la PAC, es decir, que los que tuvieran un importe inferior no cobrarían estas ayudas a partir de 2017. Durante esos dos años se estableció un periodo transitorio para que las personas en esta situación pudieran asociarse y así incrementar el volumen de la ayuda.

El presidente del FEGA aconsejó a los solicitantes de las ayudas que en los años 2015 y 2016 tuvieran un importe inferior a 300 euros que se agrupen. Para ello se facilitó que las cesiones de derechos de estos productores no tuvieran peaje aunque se hicieran sin tierra.
Además, Riesgo advirtió que en caso de que los pequeños agricultores no se fusionen, además de no cobrar las ayudas, al cabo de dos años sin cobrarlas se considerará que sus derechos no se han activado y se retirarán a la reserva nacional. De este modo no podrán solicitar las ayudas a partir de la campaña 2019.
