Minagri destina S/ 238 millones a regiones y municipios para obras de riego

El Ministerio de Agricultura y Riego (Minagri) dio inicio al proceso de transferencia a gobiernos regionales y locales de S/ 238 millones destinado a la ejecución de proyectos del fondo Sierra Azul, a fin de realizar obras de infraestructura de riego, informó el viceministro de Desarrollo e Infraestructura Agraria y Riego, Pablo Araníbar, tras culminar una gira de trabajo en Cusco.

Por ejemplo, el fin de semana pasado se aprobó un adicional de S/ 59.4 millones para los gobiernos locales de Piura, La Libertad, Lambayeque y Ayacucho. Las familias beneficiadas sumaron 3,908 familias y se cubrirán 7,532 hectáreas.

Los fondos se orientan a impulsar obras de riego, mejoramiento y rehabilitación de canales, defensas ribereñas, entre otros, que son parte de un paquete de proyectos orientados a la modernización de la infraestructura hídrica a nivel nacional.

Como se recuerda, hace algunos días también se transfirieron S/ 140.5 millones a los gobiernos regionales y locales, para la ejecución de 23 obras hidráulicas que beneficiarán directamente a comunidades campesinas y permitirán el fortalecimiento del sector agropecuario. En el primer paquete fueron beneficiados 8,600 familias y se atenderán a 7,869 hectáreas.

Además, el viceministro Araníbar refirió que el mes pasado se firmaron convenios de cooperación interinstitucional de partidas presupuestarias con autoridades de los gobiernos regionales de Piura y Moquegua, así como a los 21 municipios correspondientes a las regiones de Ayacucho, Tacna, Cusco, Huánuco, Apurímac, Arequipa, Amazonas, Cajamarca, Moquegua, Junín y Piura.

Tales recursos que provienen del fondo Sierra Azul, organismo adscrito al Minagri, promoverán la instalación, mejoramiento y/o ampliación de canales de riego y servicio de agua a favor de unas 14 mil hectáreas de tierras de cultivos, pertenecientes a más de 9 mil familias de pequeños y medianos productores, manifestó el viceministro.

Adicionalmente a los 23 proyectos que ejecutarán los gobiernos regionales y locales, el Minagri, a través del Proyecto Especial Jaén San Ignacio Bagua (PEJSIB), pondrá en marcha la obra de “Irrigación San Antonio de Huarango” en Cajamarca, cuya inversión asciende a S/ 38 millones.

Asimismo, se aprobó la asignación de S/ 6.1 millones para la elaboración de 9 expedientes técnicos para obras de irrigación en las regiones Ayacucho (2), Áncash (2), Huánuco (1), Cusco (1), San Martín (1), Lima (1) y Cajamarca (1). El diseño de éstos estará a cargo de los organismos adscritos al Ministerio y beneficiarán a más de 3 mil familias y a 8,183 hectáreas agrícolas.

Las acciones de apoyo a los proyectos de riego forman parte de los lineamientos de la nueva gestión del sector Agricultura y Riego que tienen como objetivo lograr que esta actividad sea más rentable y sostenible, en beneficio de los pequeños y medianos productores del campo.

De la misma manera, Araníbar afirmó que estas asignaciones vienen enmarcadas en una decisión del gobierno por impulsar las inversiones y la descentralización.

Por otro lado, como parte de la gira de trabajo por el Cusco, el viceministro Araníbar llegó hasta el distrito de Lamay, provincia de Calca, para poner en marcha la qocha Camanayoc, que permitirá almacenar 200 mil metros cúbicos de agua para beneficiar de modo directo a 75 familias y atender 85 hectáreas de cultivos. Solo en esta región funcionan cinco qochas o reservorios naturales.

El Minagri puso en marcha el año pasado el Fondo Sierra Azul, creado por el Gobierno para promover las qochas rústicas o “microrrepresas”, que son pequeños reservorios o lagunas artificiales que se construyen en las depresiones naturales del terreno o sobre una laguna natural, utilizando materiales de la zona como piedras y terrones de tierra (champas).

Los proyectos buscan almacenar agua de las lluvias e incrementar la recarga de acuíferos con el propósito que pueda ser aprovechada por el consumo de la población, los animales y dotar de riego en época de estiaje. Las qochas son estructuras naturales y artificiales que se convierten en una alternativa sencilla, barata y generador de resultados inmediatos en la siembra y cosecha de agua.

Al final de la jornada, el viceministro acompañado del gobernador regional, Edwin Licona, visitó la Feria Expo Cusco Huancaro 2018, donde pudo recorrer los diversos stands, especialmente los utilizados por los pequeños productores procedente de las 13 provincias y 112 distritos de la región para exponer sus artículos. Seguidamente, participó de la ceremonia de otorgamiento de retribución a los productores por la conservación de cultivares nativos de kiwicha.
