Una de las conclusiones que se están sacando de la Conferencia sobre la PAC que se está celebrando en Madrid es que la futura reforma de la Política Agrícola Común no sólo se puede retrasar sino que va a ser muy complicada de sacar adelante. Por eso, España quiere aprovechar la revisión del reglamento conocido como ‘Ómnibus’ para forzar algunas mejoras en especial en el tema del Coeficiente de Admisibilidad de Pastos y en la figura y definición de qué debe ser un agricultor activo.
Así, en el próximo Consejo de ministros de Agricultura de la Unión Europea el Gobierno español reclamará un mayor reconocimiento del uso y aprovechamiento que tienen los pastos leñosos -presentes en ecosistemas como las dehesas- para mejorar así los coeficientes de admisibilidad, determinantes en la percepción de ayudas.
EL OBJETIVO ES QUE “QUEDE REFLEJADO” EN EL NUEVO TEXTO ESE RECONOCIMIENTO A LOS PASTOS LEÑOSOS
Así lo ha avanzado el secretario general de Agricultura, Alimentación y Medio Ambiente, Carlos Cabanas, en declaraciones a Efeagro, tras finalizar el Consejo Consultivo presidido por la ministra de Agricultura y Pesca, Alimentación y Medio Ambiente, Isabel García Tejerina, con los consejeros de Agricultura de las comunidades autónomas.
En la reunión de ministros europeos del próximo lunes en Luxemburgo, la Comisión Europea (CE) seguirá avanzando en la revisión del reglamento conocido como ‘Ómnibus’ que conlleva modificaciones en los pagos directos de la Política Agraria Común (PAC) y en los reglamentos de la OCM, de desarrollo rural y financieros.
Una de las intenciones de la CE es introducir cambios en la definición de ‘pasto permanente’ y es en ese punto donde España quiere que se reconozca al leñoso como “un pasto que se utiliza adecuadamente para alimentación animal”.
El objetivo es que “quede reflejado” en el nuevo texto ese reconocimiento a los pastos leñosos y “se puedan mejorar así los coeficientes de admisibilidad”, ha señalado.
España aboga por mantener la figura actual de agricultor activo, que ha permitido reducir el número de solicitudes en más de 113.000
Con la revisión del ‘Ómnibus’ la CE pretende, asimismo, “flexibilizar” la definición de ‘agricultor activo’.
España, según Cabanas, “mantendrá el sistema” instaurado en la actual reforma de la PAC, “porque ha servido para reducir, por ejemplo, el número de solicitudes en más de 113.000”.
Con ello, se ha conseguido que las ayudas de la PAC “vayan a las explotaciones realmente activas”, ha añadido.
En el encuentro de la próxima semana también se abordarán modificaciones en programas operativos de vino y frutas y hortalizas, y la Comisión presentará un informe sobre superficies ecológicas, entre otros asuntos.
