La Alianza UPA-COAG considera que ya no se puede esperar más y ha exigido a la Junta de Castilla y León y al Ministerio de Agricultura “que dejen de apelar únicamente al deseo de que empiece a llover y sin demora alguna actúen con las herramientas normativas que tienen a su alcance, incluido la declaración de zona catastrófica, para ponerlas a disposición de los agricultores y ganaderos afectados por la sequía extrema que estamos sufriendo”.
Al respecto, la organización reclama al Gobierno regional que, ante las condiciones climatológicas tan extremas y constatados los daños irreparables en miles de hectáreas de toda la comunidad autónoma, tome iniciativas con carácter inmediato y declare zona catastrófica a las zonas afectadas que ya han perdido la cosecha para así conseguir que el Gobierno promulgue con carácter de urgencia un Decreto de la sequía, con implicación presupuestaria de ambas administraciones.

Según La Alianza, las producciones de cereal y colza en los secanos de la mayor parte de la región están perdidas por la sequía extrema sufrido en las últimas semanas, y corren serio peligro de que se vayan también cultivos de regadío, forrajes y pastos, puesto que el agua disponible es muy bajo o incluso inexistente, y la disponibilidad en la mayor parte de los casos absolutamente insuficiente para sacarlos adelante.
La situación es tan preocupante “que a pesar de encontrarnos a mediados del mes de abril, el problema no se limita solo a la agricultura sino también a la ganadería en régimen extensivo que no dispone en la actualidad apenas de agua y de alimento a consecuencia de que no hay pastos con el consiguiente incremento de los costes de producción que tienen que soportar los ganaderos, tanto por el incremento del aporte alimenticio como por la previsión de compra de cubas de agua para dar de beber a su ganado”.
Asimismo, y al margen de esa declaración de zona catastrófica, la Alianza UPA-COAG solicita la puesta en marcha de medidas de carácter fiscal y relativas al coste de la Seguridad Social (rebajas y exenciones fiscales en el sistema de módulos para todas las zonas afectadas), así como otras de carácter administrativo, como ayudas directas y facilitar el acceso a la financiación.
Además cree que deben ponerse en marcha “actuaciones dirigidas a evitar penalizaciones o incluso la pérdida de ayudas del régimen de pagos directos relacionados por condicionantes relacionados con el greening o en relación a las agroambientales, y que en sectores afectados representan un significativo porcentaje de los ingresos de los agricultores”.
También reclaman que, para reducir costes y evitar la quiebra a muchas economías familiares de agricultores de región que dependen de las elevadas inversiones realizadas en regadío, se aprueben aplazamientos y condonaciones de las cuotas que pagan los regantes en lo referente a las tarifas de riego, canon de riego y cuotas de amortización de obras.
De igual modo, apelan al sentido común y responsabilidad de la entidad Agroseguro, “que deberá tener en cuenta la situación de absoluta excepcionalidad que sufrimos en esta comunidad autónoma para que las tasaciones se realicen con rapidez y ajustándose a la tremenda realidad que sufre el campo de Castilla y León, cuyas consecuencias en muchos casos ya son irreparables, y que requerirán de indemnizaciones ágiles”.
