Propuestas ante la sequía: Rebajar la tarifa eléctrica de riego y pagar el 90% de la PAC en octubre

Representantes del sector agrario han pedido al Gobierno y a las autonomías anticipar lo máximo posible el pago de las subvenciones de la Política Agrícola Común (PAC) y rebajas en las tarifas eléctricas para compensar las pérdidas por la sequía, dado que ya dan por hecho de que no van a recibir ayudas directas como venía reclamando.
El Ministerio de Agricultura y Pesca, Alimentación y Medio Ambiente, las comunidades autónomas, las organizaciones agrarias Asaja, COAG y UPA y Cooperativas Agro-alimentarias han celebrado este lunes 29 una reunión de seguimiento para analizar las medidas ante la situación climática.
Una de las actuaciones debatidas es la posibilidad de adelantar a mediados de octubre hasta el 90% o 95% de las subvenciones de la PAC, que en teoría se abonan en diciembre, según han declarado a Efeagro fuentes de las organizaciones y las cooperativas agrarias.

España puede anticipar a octubre hasta el 50% de las ayudas sin notificar el adelanto a Bruselas, pero para ampliar el volumen del anticipo sí necesita la autorización comunitaria.
Además, los agricultores han pedido una rebaja de la tarifa eléctrica de regadío, que es una cantidad fija “muy elevada”; este año se va a reducir su aprovechamiento, ya que ante el clima seco muchos agricultores no van a producir cultivos de riego.
Han reclamado al Gobierno y a las autonomías -gestoras de las ayudas de la PAC- que hagan los trámites para conseguir excepciones a ciertos requisitos para el cobro de las ayudas relacionados con el desarrollo vegetativo de las plantas o la rotación de cultivos.
Por ejemplo, si el grano no crece lo suficiente, los agricultores se plantean la siega en verde para que sirva como alimento de ganado o en el caso de los planes agroambientales de la remolacha -cultivo que exige riego- habrá variaciones por falta de agua.
Otra idea debatida es la posibilidad de rebajar los módulos fiscales de 2017 por la sequía, lo que significa que esa bajada no se reflejará hasta 2018.
Durante la reunión, según las mismas fuentes, el Ministerio ha indicado que en breve se publicará la posibilidad de subvencionar avales de la Sociedad Anónima Estatal de Caución Agraria (Saeca) para préstamos, por 90 millones de euros; de esta partida, la aportación del Departamento rondaría los 4 millones.

Para el técnico del departamento jurídico y seguros de Cooperativas Agroalimentarias Jesús Gustrán, al hablar de la flexibilidad en los requisitos de la PAC “la pelota está en el tejado” de las autonomías.
Gustrán ha señalado que para las cooperativas la prioridad es que el Ministerio suba la partida para financiar seguros; el Gobierno prevé mantener dicha dotación (211 millones de euros), pero este año la “percepción de riesgo es mayor” y se contratarán más pólizas, así que en la práctica va a bajar el porcentaje de subvención.
El vicepresidente nacional de Asaja, Donaciano Dujo, ha considerado que existe “buena disposición” para aprovechar las excepciones de la PAC, pero ha rechazado que no haya ayudas nuevas al sector por la sequía “porque no se puede destinar el mismo presupuesto (al campo) en un año catastrófico que un año normal”.
El director de los servicios técnicos de COAG, José Luis Miguel, ha confiado en la flexibilidad de las autonomías en cuanto a la tramitación de la PAC, aunque ha recalcado que es difícil poner “soluciones encima de la mesa” sin incrementar los presupuestos para paliar la sequía o para reforzar los seguros.
Fuentes de UPA han señalado que el campo vive una “situación insólita” por lo que es fundamental una declaración oficial de situación de “fuerza mayor” y también han criticado la “inacción” de las autonomías al asumir su responsabilidad, excepto La Rioja, que sí ha anunciado medidas.
